This report, State of Electoral Integrity in Nigeria (2023–2027), presents a timely and critical evaluation of the health of Nigeria’s electoral democracy at the midpoint between general elections. It reflects on the fallout of the 2023 elections, where the failure to electronically transmit presidential results by INEC triggered widespread public distrust, a sentiment further compounded by subsequent off-cycle polls. Against this backdrop, the report examines persistent systemic and institutional weaknesses—ranging from judicial inconsistency and electoral violence to disinformation and the exclusion of marginalized groups—that continue to threaten the credibility of Nigeria’s democratic process. Emphasizing the widening gap between electoral participation and democratic accountability, the report calls for urgent, comprehensive reforms and collaborative stakeholder action to restore trust and safeguard electoral integrity ahead of the 2027 elections.
