The case study “Institutionalizing People’s Assembly in Nigeria” by Cynthia Mbamalu and Olaniyan Sanusi of Yiaga Africa explores how deliberative democracy can be strengthened at the local level through structured citizen participation. Recognizing that Nigeria’s democracy has largely centered on elections with limited citizen engagement in governance, the study presents the People’s Assembly (PA) as an innovative tool for continuous dialogue between citizens and government. The PA provides a platform for diverse community members—including marginalized groups, traditional leaders, and local authorities, to deliberate on pressing local issues, build consensus, and collectively influence policy decisions. By institutionalizing this process within Nigeria’s 774 local government areas, Yiaga Africa seeks to rebuild trust in governance, promote inclusive participation, and bridge the gap between citizens and their representatives. Ultimately, the People’s Assembly model aims to transform democracy from a periodic act of voting into a sustained culture of active, people-driven decision-making.
